The top controls are labelled, and fairly self-explanatory. If you press “Delete” again, the image will be removed both from the album/collection/folder in the Photos app, and the file itself will be deleted in Windows Explorer and sent to the Recycling Bin. You can use the keyboard for both actions: Ctrl+D to add it to a specific album via a pop-up menu, or simply press the Delete button.
